Grow light setup NOT SURE HOW TO GET THE MOST OUT OF WHAT I GOT

When I first started my grow I was using 2 1000watt bulbs 1(HPS) & 1(MH) and then I seen the nearly $300 electricity bill!(I'm a legal provider but I have known my energy providers to turn people over to big brother) I cut back to just the MH here's the thing my tallest plant is just over 2ft x 2ft the rest are just under it (all plants have been LST'd and are still 2ft) Heres the problem From plant to plant I have to cover a 5'x5' area I'm not sure that my plants are getting sufficient light for optimum growth. BTW I'm still inVEG.

So my question is:
How much area can a 1000w MH cover WxL?
I just lowered my bulb so now it is a foot or so above the canopy, I will raise it if necessary!

Also I have recently acquired (5) T-12 fluro fixtures that have 2 bulbs per fixture(40w per bulb) and I want to know if these will even help my plants grow? I have heard mixed reviews about these. I was thinking about having 1-56k and 1- warm bulb(for red spectrum) per fixture and using these for my veg room.

My other option- 1
Buy a 400w MH bulb and ballast to try and make up for the loss of lumins (probably off the local CraigsList) brand new bulb of course.

My other option - 2
Buy a rail system for my 1000watt MH

I'm waiting until I get another foot of vertical growth before I flower the girls And I need to know how much my 1000w HPS can handle? Just let me know your ideas

1000 watt will cover 4x4 5x5 area max any more and light intensity is lost and you get stretch, your walls have to be lined with quality reflective material (i.e mylar ,panda film orca film, diamond mylar)......if your going to use the fluorescent lights I recommend buying all 6500k t8 fluro tubes instead of the t12 the t8 fit on the same fixture,no warm bulbs for veg....t8 keep growth tighter,I used to use t8 for my bigger plants but I have acquired a t5 ho fixture so now I use them when I start my seedlings and clones....I don't recommend a light mover,I have a light rail and I don't use it......the ends just get too dark when the light moves and makes plants stretch......and just some advise when growing bigger plants make sure they don't and wont touch each other or a lot of the lower growth will grow fluffy......
