The sky is the limit. Alot depends how you grow, and how they are trimmed (soil or hydro/bushy, lollypopped). I would first consider how you will grow, then back into room size. A lot will also depend on your goals (personal use, one big harvest every 4 months, or a harvest every 2 or 3 weeks).
I have 15 or 16 in a 7x8 room in soil and its crowded. These veged for about 6 weeks, then into flowering.

I am in the process of switching to hydro (ebb and flo) and growing sea of green style. They are flowered right after clones root (no veg time), the bottom third of the plants bud sites are removed during weeks one and three of flowering to concentrate on the top cola (no light would penetrate the canopy anyway). I currently have a 2x2 flood table with nine plants in it. After the test it will be packed with 14 plants. One of my soil plants would take up this whole area that my table uses. I would consider hydro for ease, control, and space. I will eventually have (4) 2x2 tables and rotate (and harvest) every two weeks. Cost for everything you need for a hydro setup is: Table ($50, cheaper if you convert something else), Resevoir ($16), Pumps ($25 air and nute), Airstone ($2) and your nutes. All this will use about 32 square feet (actual growing area 16 square feet) and will have a total of 56 plants going at one time. Whats nice is one 1000W light will be all that I need. If you dont need to harvest every 2 or 4 weeks, this system would still work with larger 8 or 10" pots with only 4 in the tray, a little deeper flood level, and some veg time.

Remember a good guide for your area is atleast 50w of light per square foot.

I recommend reading "get a harvest every two weeks" in the hydro section by Al B. Fuct. A long read, but tons of good info, even if you decide not to do hydro.

Good luck, hoped this helped a bit.
