Help me set my grow please.

I'm a new MMJ patient in the PNW. I have a basement room 8x8x7 and another 4x7x6 closet for moms, clones, and veg if needed. I have most the material to make my own hydro. Lights 3 400wt HPS and cfls.
Washington has a 15 plant limit. So that's my biggest restriction. But I'm not sure clones count until rooted. My goal is growing the best meds I can. Any surplus will go to a CO. So what's my best option? I was kinda thinking 10-12 flowering in the main room with 2-3 mommies makin babies in the closet.

I attached pics of room and lights. Room will be cleaned paint ect. I mainly need help with building hydro (plans, blue prints) setting up lights (wiring, timer) lights say 120/240v does this mean I can wire them to 120 or will they need 240v?

I have a green crack hermie seed that may become a mommy. Also may get Grand Daddy Purp clones.

dont forget a dehumidifyer, basements can get quite dingy, a nice scrub down look like is in order for your room too-always want a clean room (if you want the best meds). a 400w i think is only good for 3x3 so you might want to up that or less ladies. idk about electrical stuff tho. as per hydro there are many options: dwc, ebb n flows, undercurrents...

Yes it will be completely sterilized painted and all. I have 3 of the 400watt lights. was also going to add cfls.

Well if the 3x3 figure is correct, I'm like 95% sure it's 3x3, 3 400w lights would only cover a 9x3 if situated next to each other. 9x9 would be stretching it.

Well I can adjust my room size with a movable wall if needed. As well as add cfls. Will it be sufficient for 10-12 girls? Sounds like I should maybe design my hydro to cover half the large room 4x8?

I will do a journal once she's up and running. Just trying to get help with getting started. I got excited when I got my med status and bought 4 pineapple express clones. Thinking I could get my grow set up while they vegged. My avatar shows the "clones" right after I got them home. Two foot clones don't leave much time for set up. Needless to say after a long fight my girls succumbed to lack of light and trips. Live and learn!

Ah my light guy? How do I wire them 120? I tried wiring direct to a plug and it didn't work. Do I just need to wire them to the breaker like normal 120 fixture? If so how do I integrate a timer?

Ok. Could you tell me how to wire them 120? I wiring the with and standard plug and got nothing. Do I need to wire them direct to a breaker? Is so what size? Can all three be wired together? And how do I set up a timer? I'm only familiar with plug in timers.

I got the lights solved!! Now I just need to decide which hydro set up to go with. I keep hearing my way is best and I get just enough convincing to make me consider but not pull the trigger and commit. I cant decide what i want for dinner. So time to talk up your hydro rigs and convince me to decide.
