Help Sick Seedling (Pictures)

I woke up today to see my seedling looking like this.
Its in the same room as the other plant under the same lights.
The plant seems to be drying, the leafs are cracking and curling upwards. But the other plant looks fine besides its a little small.
Ive been watering with a mix of B-1 1tsp per gallon
I watered till run off last night.
Each are under a 23 watt 2700k CFL, 2 - 3" away
They are both 13 days from sprout.

Any idea what it could be?

Those look like burns instead of any problem like ph or mg. And you always have to know is sometimes its genetics are crap. (just for that seed ofcourse)

If they are from seed and they are both planted the same then you just have 2 different pheno's and the one does not like something going on. It does look burned but not toasty maybe ferts in the soil? you didn't specify what you were growing in. If you were running higher lights you would need to loose the tin foil it burns plants, might try it and see if it helps.

I Have the same thing going on with my seedlings. The next set went fine so wait couple nodes latter and cutt them off
