To me it looks like they are not getting enough light. I would use both bulb types, take those reflectors off of those light. Then, move them in closer, maybe you could group all 5 of those lights right above the plants. That soil looks soaking wet too. You might need some more holes in those cups to let the water more freely escape.

ok obviously i need to give some info here first off the lights are a new addition to the whole thing...except that i have had 3 daylight and 1 42 watt before this..second i just watered them!!!!! i been gone 3 days and it was dry.... i will put the other bulbs in and im not losing the reflector i just bought them!!!! so stupid to not use them they are also 2 weeks old and NO I HAVE NOT PUT ANY NUTES AT ALL to young i learnered that from my last grow attempt...also it is not that cold in the closet it stays fairly warm and i keep my house heat at 70 at night and 75 during day so ya the room about that also water drainage is not a problem it drains pretty fast and i have a layer of fish tanks rock in bottom of the cups

ok i just added the 2 42 watt bulbs on the side lamps they are more of a red color so with my 6500k and the reder ones maybe it be better if it the light....the bulbs are a max of 5 in away 3in close on one side
