I don't think anyone that is a human being is incapable of making bad decisions, so a stupid statement like calling any group corrupt is kind of meaningless when you consider everyone is just as likely to fall in those categories at different points in their lives.
It is just you have people like Trump that don't care about how his actions affect others and has a tendency towards being a crook makes him a prime target for people who would jam him up.

If nothing else they have been corrupted by now with Trump leading them. I would love to know what the Republicans (like Paul Ryan, Jeff Flake, the little down south guy) all know that quit when Trump got elected and decided to not run again.
