How can I get this plant healthy?

I've had this plant for ~3 weeks and it's struggling. I re-potted it yesterday, fearing that it was over-watered and not getting proper drainage. I'm growing it outdoors and my two other plants (purchased at the same time) are doing well. What can I do to get this plant healthy?

Watch your watering habit; it doesn't look like there's much aeration. Give it some shade and consider piss
 
Thank you @T macc . I'm attaching two more pics, to show the soil I'm using and my plant's current state. When I transplanted it, I kept it in its original rockwool grow cube. I hesitated to remove the rockwool, in fear of damaging roots. Now I fear that it's getting in the way, and causing risk of over-watering. Today I remove as much of the rockwool as possible, hopefully with minimal damage to the roots. I'd love to see this plant survive but she ain't doing well at the moment. Any thoughts?

Your soil says it's "for in-ground use". It appears that your plant is in a pot or bag. You don't know that the time release fertilizer is OK for a pot. Miracle-Grow is time release.

For getting a little wind back in their sails I really like using a diluted fish&kelp hydrolysate foliar feed and/or soil drench, maybe a little aloe added. The N in the fish hydrosolate is readily available, works quick, you will see changes in 24hrs.
