How do breeders start?

I'm so curious on how breeders start? Do they obtain a male plant that they like/want and cross it with another plant that they like and then grow it out? Once they find a pheno that they like, they call it there own?

What happens if someone doesn't even know what kind of male/female plant it is and they just like the structure of the plant and make female seeds and calls it whatever they want? Do people do that?

If I were to lets say pop a pack of Chem 18 regular seeds.. and I found a great male plant.. I collect the pollen.. and lets say I grew a female Slurricane #7 and I impregnated it with the Chem 18 male and collect seeds.. Do I basically give it a name I choose and thats an F1? Then do I take the seeds I made (is it called F1?) and grow a bunch of them out to test them so they don't herm throughout the grow? Once I find a successful plant that I like do I then make them Female seeds? I'm not understanding why people have just reg seeds and female seeds here. Anyways let me know, thanks guys!
