How early on in veg can I use Root 66?

So, my recipe for success kit showed up. It came with the feeding schedule and everything...but i'm a bit confused. There is a transplanting stage, then goes staright to veg. No seedling stages or anything...which I would assume would benefit from root 66? I'd like a little more info before hand though. Any thought?

The cutting stage means the same as seedling. I think the recipe assumes everyone is useing clones instead of seeds. Basically if your growing from seed, the plant needs nothing for about the first week or 2 of it's life, then you can begin the transplanting stage and so on.
