How much cfl watts for 1 plant

The more the better. You can start with 40Watt (2600 Lumens) and add more bulbs as needed. Also keep in mind that what you are looking for is lumens (measurement of light) and not watts. 23watts CFLs are usually the best choice for $ per lumen.
Also it's important to get Daylight CFLs (5000K) for veg stage and soft white (2700K) for flowering.

2 200 watt output (65w use). that covers roughly 4x3 max for veg only

From what i've read 100-150w/plant for the best growth. Seen it done with probly 1/2 that but more is better. 6500k is good for veg.

Thanks I think I will use 200 watts for my plant around 6500 k
