How shall I start my plants? (lighting)

Hi guys. Gonna be starting a budget auto ak47 grow in the next week or so. Ive got a 400w dual spectrum grow light - http://cgi.ebay.co.uk/400w-GROW-LIGHT-KIT-BALLAST-SHADE-AND-BULB-/280507854479?cmd=ViewItem&pt=UK_HomeGarden_Garden_PlantsSeedsBulbs_JN&hash=item414f922e8f - which is gonna be my main light. Apart from that I have a lamp with a osram energy saver 21w (equivalent to 100w), 1230 lumens. Not looking like il be able to afford any more lighting, and I dont have a windowsill/garden that gets sustained sunlight.

Any ideas on my best way to approach my lighting. Im just a bit unsure of when I should bring in the proper grow lamp. Ive been considering using it right from the start, just high above the seedlings - although have become concerned that this may stretch them. Would allowing them to stretch, then lst them a bit be an option?

the 400w HPS ya got will work nice, they have added blue spectrum for veg. start it off high and lower slowly as they grow, ya will b able to tell when they get uncomftable. I done clones under a 600w at about 1 1/2 ft away in a dome :-)
