I would say hydro since its a quicker grow and you control everything, light, nutrients, and air.
It should be a good and easy switch from soil

I actually did my first 3 grows in hydro and now im venturing to soil because I got tired of having to drain and repleninsh the water all the time... soo maybe dirt is still a good idea for you. For my next (first) soil grow i plan to have the plants about 3 feet off the ground so I can actually sit in my rolly chair and water them like that...

Also I might be getting autoflower so I think i should be able to have them even higher since they dont grow that tall...so maybe like waist high.

So if someone is planning on a hydrogrow in an apartment, it appears that your electrical consumption would be higher due to the need for a water chiller and your pumps and aeration equipment than a soil grow. Include the amps your lights pull, the cooling equipment like an AC that you need if you run CO2, and the odor control fan/filter combo.

I wonder how many circuits the average 1 bedroom apartment has?

For soil, the only thing I would consider is make sure people don't know you're hauling a bunch of bagged potting soil into the apartment.
