I put a hygrometer in the jar and read 74-76 rh but when I touch, they aint moist or too wet just Little dry to touch

Your meter might be messed up. I ordered a few cheap ones off of amazon and they were all showing different numbers. There was a gap of about 15% between the highest and lowest.

Unless you want mold (or your meter is messed up) toss those buds out and let them dry more until you get to around 60-65% humidity
