A colossal mistake: (1) not tied to any strategy...clearly a political decision; (2) not the result of the interagency process...Congress surprised, as was NATO and as was US leadership in Europe; and (3) a gift for Putin...Kremlin has done nothing to earn/warrant a US drawdown.
