If not done 12/12 flowering will never start?

my plant is 2 month old .m growing outdoors in pot ..my question is ..if plant does not receive 12/12 it will never ever start flowering becoz m at no hurry ..sunrises at 6am goes by 7pm and from 7pm to 9:30pm a very dim light falls on my plant through street light..but its dim!! so my plant will never grow flowers or it may take some more time as its not 12/12 light??? help me pleASE!!! my plant is sativa n healthy too.. HERE'S D PICTURE OF MY PLANT below..

flowering stage for your plant in first week

holy high rise captain!.. if you think the street light is not causing the flip i have seen folk flower with a street light right next to them.. how long has your light cycles been 6a-7p your looking for 6a-6p clearly but it should start showing some signs with that light cycle. some strains will flower as the light starts to dip to 12/12 some will not until 12/12. she looks small, you could easly cover her up to get an assured 12/12 from 6-6 to be certain.

As the days shorten the plant will naturally transition to flower...with or without your help...g/l

m at 17th floor ..i just said street light for simplifying it..its actually light cumming from other neighboringbuildings ..which is resulting in quite a dim light to my plant almost the whole night... and thankyou for your advice folk..
