After yesterday, I know for a fact that it is username based. He was using the same IP on multiple accounts. He can lie, but his net traffic doesn't.

If you guys go to his profile and look at the threads he has started, 50% of them are closed. I think permaban is in order. This guy is a multiple repeat offender. Obviously just a PITA for RIU.
