Is my plant male or female?

It was germinated June 23 so over 11 weeks old and still no signs of flowering. Am I doing something wrong? First post thanks for the help

It’s outside been outside since germination

It’s one balcony in a city. Pretty dark at night but never pitch black. Nothing directly hitting it at night. Please see other thread and respond there.
