I have absolutely no experience with ordering seeds however, I've heard that the www.seedbankupdate.com keeps up to date reviews and ratings on what seed companies are mad stealth and have the highest success rate of germination, stability, strain and stealth w/least intercept rate.

I can vouch for Hemp Depot in canada, used the same site to find them. bought 10 "joey weed white widow" for a nice price. 90% germinated.
