Yes Ive used both
Reverse and florel Before . I don’t currently use them, but they can be useful if you have a plant that is prone to herm.

my understanding is that it is ethanol, If used in flower it drops any male “flowers”.

Using it in veg induces a stress response and the plants will stop growing . I’ve only done this once (accidentally) and it had detrimental results in yield.
I sprayed it about 4 days before I started pulling tarps on a dep. plants finished but they were pissed.
I’ve used it in bloom Approximately 10 or so times and had No issues any of those times .
