Put your meter up near the lights. That's where your buds are closer to. Better indicator than a damp floor.
Depending on how much weight you have on that plant, I would sacrifice one dense bud near the affected bud.
Open it up. If it's good, less to worry about. Dry it and smoke it.
My experience with bud rot was similar to Corey Webster's. Only one cola. You really have to not be paying attention for a whole plant to get infested.
