Doesn't say the lumens on the front of the packaging so it's hard to tell and you didn't specify where it's going and how many plants. Kind of hard to give an answer without knowing the deets.
 
IMO You want a 5000k-6500k (kelvin rating) cfl for veg phase approx 120-150w per plant. If using cfl for flowering phase u want a 2700k rating and more the merrier she'll be. If $ isn't an issue seriously consider hps for flower as canna can intake up to 10,000 lumens which is difficult to acheive w CFLs.

I would go with at least triple the amount of bulbs, around 6-9 at least, and mix the spectrum. If flowering use 75% 2700k and 25% 6500k. You could also try a mix of 23w and 42w bulbs. When you start getting to that number of CFLs though you are rivaling the heat output of a small 150-250w HPS, so if you are able to go with an HID setup you will get better more consistent results.
