Stretching, but it also looks like you're starting to show symptoms of "damping off". See how the stem is starting to rot at the spot right above the soil?
That's from the soil being too saturated with water for too long a time. You need to let soil dry out.
Have you got drain/vent holes at the bottom of the cups?

Is there anything else I should do to help them recover other than move the light closer? can they bounce back?

Yes we do. My brother has these and I think he is over thinking all this shit. So lower the light and less water?

Yes, looks too wet around the stem. OP, water sparingly around the edges after you let it dry out. stay away from the stem.

interesting light you have, should be plenty. dont water it until the cup is light, probably take 4 days or so right now. Just let it grow, it doesnt need anything but light
Prop it up with a wire tie and get a fan on it to strengthen the stem. Move light closer too
