Looks like WPM and mites. I would toss them and try again.
A lot of posts on this forum suggesting tossing crops for almost no reason.
I'm OK using agricultural chemicals, it's on everything that I purchase from shops.
Fungicide instructions suggests spraying once a month will kill existing fungus (inside and out), and prevent future growth.

Thanks for all the Neem oil suggestions, not generally available in Asia, and it's only a temporary surface cure..

What do you mean at plant height? Is anything oscillating under the canopy, over the soil? Seems like you have enough extraction, may just need to increase airflow underneath canopy.
Just need some airflow over canopy, not all of it.
I've just flattened my canopy with safety pins and string, should have done it earlier but too lazy.
Tomorrow I'll trim all the leaves that can't see light.
