Leaf tips curled upwards, other issues, PLEASE HELP ANYONE + EVERYONE

Hi all.
It has been 3 weeks since I've planted my germinated seeds. To this day they have grown healthily for the most part. In the past few days, there has been significant upward curling of the very edges of the leaves. It's only portions of the edges that are curling, like a few cerrated edges curl upwards, and some points down. This curling happens to the VERY EDGE of the leaves only, but it has increased recently and affected a good 25% of the big major leaves. There is no discoloration of the leaves yet. I don't know how tall 3 week old plants are supposed to be, but they have not really increased in height that much (they are 4.5-5 inches now), but they are growing nodes and lateral growth real well, they are very wide and bushy. My first guess was heat stress, but its only about 80F in there with a 250W HPS with a constant fan, and I know thats OK. My other thought was nutrients/water (too much or too little?). I currently use a vegetative fert 3-2-4, @ 2 tsp/gallon. I end up using about 1.5 gallons total split between eight 2-gallon pots, each with 3-week old plants. The soil was unfertilized when I bought it. Is this watering and fertlizer dosage too much or too little? Am I killing them, or is this curling upwards natural? They were and still are growing so well, I NEED HELP! I just want them to thrive, and I'll do whatever it takes for that to happen!

By the way, anyone who read this, I forgot to mention that I water them about every 3 days using the water/nutes mentioned above, and for the first week I used the nutrients every other watering, now I started to use them every time I water (the amount is 1.5 gallons of water with 2tsp/gallon of 3-2-4 fert, split between 8 pots, pots are 2-gallons each)
