I have 1 150 watt grow light with a reflector i got from a hydro store, 2 LED lights that push 170 volts each (dosent have wattage). the ph of my water is some where between 6.5 and 7.0. i use general hydroponics nutes (micro, grow, bloom) and use the reccomended half a table spoon of each in my five gallon resivor. the temperature is usually between 82- 75 and drops to about seventy when the lights are off.

For hydro your pH should be around 5.5-5.8 (5.2-6.2)
sounds like you're experiencing either nutrient lock-out because of your high pH or your light is too close and burning the tops of your plants (just like mine).
