I'd recommend getting some CFL's they're cheaper and more efficent, and they'll save you on the energy bill. You want CFL's that are in the 5600-6500k range for your seedlings, and you'd wanna use about 3-4 of them, plus they're cheap. You can get them at practically any store for 4-6$
If you really want though, you can start your seedlings with the T-10, but just be sure you revert to a better light once they get bigger, and keep them about 2-4" away from your plant.

Yeah the temperature is about 65-70 in the little box, I'm going to be moving it outside when it's like 4 inches tall and I mist the leaves and stem 1 time every day and once at the base of the stem.
I would also suggest the CFL's
They get the job done and as 420BR says they are inexpensive
Dont think the T-10 is that great for veg so if you are to get one for free use it
If you have to pay get the CFL........eco friendly you know
The bulb you posted does, but CFl's dont. So get some 42 w 6500k's for veg and 2700k's for flower. Like other said, mixing the spectrum is very beneficial. It is KEY in CFL growing to keep the bulbs 1-2 inches away! 6 is no good.
