Looking to supplement my PG180

I have three plants on 12/12 under one Pro-Grow 180. It appears light is getting to most of the plants, but the edges are left out from serious lighting from what I can see. I rotate them daily however. So I want to supplement the LED panel, but space is limited in my flower box so side lighting would have to be towards the top of the plants.

Scenario 1: 40w 3000k PLL tube (3300 lumens) for two plants, and 32w 2850k circline T6 (2200 lumens) for the third. Bulbs will be on wall and used for top-side lighting.
Scenario 2: 150w 3000k CMH bulb (12900 lumens), mounted beside LED panel at top of plants.

Obviously, scenario 2 in theory has more lumens, but scenario 1 has the lights closer to the lower bud sites. It is also less overall wattage. Which scenario do you believe to be the most bang for the power bill buck?

Well, decided to go with option #1. My space is pretty small and I already had all of the supplies on hand. One day I'm going to try a CMH, preferably the 3000k variety, just not today!
