Making CBD Isolate Powder - When to Activate

Wow, I cannot believe how long its been since I've posted here although I lurk often. I am looking to do a little crowd sourcing on a single question about decarb/activation when making CBD isolate powder.

Let me qualify this question to avoid any confusion or miss-guided answers. I've been growing for 20+ years, very familiar with making all forms of extracts from tinctures, screen and water hash, oil to BHO/CO2 shatter and waxes and butters. I fully understand the decarboxylation process for all of these types of extracts and how to reach maximum potency for either THC or CBD with temp. and time.

Now, I need to help a family member with pain management with CBD's. They cannot get "high" and do not like THC. We both cannot count how many people we know and love died from pain killer abuse. I am fully committed, and understand the process of chromatography, in order to make the CBD isolate but I am missing one answer that seems to be hard to find.

Question: should I decarb/activate the CBD oil prior to the chromatography OR after its in a powder state ready to introduce to liquid fat (coco oil, olive oil, etc) when making edibles?
