Mini T5 help!

Sup RIU. So I was dismantling my old kitchen and I detached the lights under the wall unit.
Turns out they are T5 tubes. But are very different than regular T5s ( they are tiny, pics below ).
I have 2 of those. I wanted to know if I can use them to germinate and grow one single seedling till the veg phase before moving it inside the tent.

The specs are as follows:

51.7x1.6x1.6 cm (21” L)
13W draw from wall
950 lumen
2700 kelvin

While not ideal they will work for sprouting seedlings. You'll want to use both bulbs and keep them close as in a few inches to prevent stretching. Unfortunately those are 2700k. 6500k would be better but those will work for a short time as in a week to ten days. After that you'll want to get more light on the plants. Is there a reason you can't just sprout them in the tent to begin with?

The most cold-spectrum bulbs I found online to replace those are 4000K. Which should be better even if it's not "cool". Unfortunately this kind of bulb is too uncommon nowadays and there's not an 6500K option for this size.
The reason I can't sprout them in the tent is because I already have a plant in there, and the light would be too high and the sprout would stretch too much. ( This is what has happened every time and the reason I wanted to try T5 as close as possible to them ).

Raise the plant closer to the light.
