Minimum light needed to veg six 10in plants in 4 weeks

Cab size: 15Hx24Lx24w
Current light one 42w CFL

After vegging six plants for 4 weeks they push about 3-7 inch depending on strain. I want to conserve power for the flower cab but have atleast a ten in plant at the end f the 4th week. Clones are cut at about one inch.
Do you think adding one more 23w CFL would allow me to achieve my goal. what do others use in there small veg cabs?

So are you planning on having 10 clones to 1-2 cfls? I thought I was crazy for having 6 of them to 3 plants.. In my opinion, you're going to need to add more light(s).
