So i bought a bail of soil 2 weeks ago, potted a few plants and sealed it up with aluminum duct tape. Just opened the top and there's white and brown mold growing! Is the soil still usable? can i treat it with something or will the spores hurt my clones?

you can cook it.... pain in the ass, stinks like shit, might be better off to just get a new bail :(

There may be some other solutions, but i know baking/steaming your soil will steralize it...

It's fine. Mold, or fungi, is one class of organism primarily responsible for decaying organic matter (into plant-usable nutrients). I wouldn't put un-rooted clones into it, there are more appropriate media for that (coco coir, starter plugs, etc.) but if they have roots and are ready for soil then saprophytic fungi isn't a big deal at all.
