Month old runt damping off?

This sad little thing popped late, was slow to grow and then started getting shaded out. I just noticed it had fallen over, caused by what appears to be damping off. It looks healthy aside from the super runt status. I’ve never seen anything other than a seedling damping off, so I’m a little puzzled. I may have bent it while watering, but I don’t think so.

The plug is exposed because it was tiny when I transplanted it and watering pushed off what little was covering it. I would have topped off the coco, but I've given it very little attention since it's a little crappy plant. It's still growing despite being all screwed up. It probably won't make it to the flowering room, but I'm going to keep it around for a couple more days until the rest are moved over.

That pod looks soaked.
It is very wet. It was in the center of dense rows to where I couldn't see the coco very well. I was just watering it the same as all of the other plants once it started branching and showing some promise. I noticed it had fallen over and pulled it to the front.
