Much lower light during early growth help with controlling size?

First grow n waitin for next time gettin paid to upgrade lights...but so far they've been on 2 23watt cfls and 1 13watt.......its not growing very fast nor very big, which for my space isn't a bad thing as its a pretty compact grow. Just wondering if that would be a good way to keep a plant small. Have much less watts during its young stages and than once its getting a month n a half into the grow.than up the watts to probably double?

not a good idea. cannabis needs a lot of light........period. you will not have quality gear without it.

you need to have more watts; ie grams per_watt
