well kimm there are a few factors here
1. what lights are you using cfl or hps
2.nutes every other watering what are the values iek 2-3-5?
3. when to flower depends on lighting and you if you plan on floering with cfl and you say you ahve 7 good tops id flower because A. cfl do not pentrate very much and do not produce fantastic dense bud but that is not to say you wont get decent bud b/c you are lsting so youll have more evev light penetration and distrabution also the other factor there is when you flower plant will grow 50-300% times its size so that means you need to have adequate lighting for a plant that could potentially get three times as big as it is at time of flowering so thats what i mean by when to flower if you have hps its ok to veg bigger as hps can handle strech and pentrate to lower brancehs
now nutes you should in theiore try to nute them every other wartering now i myself am not able to do so as my plants are so small. although some can as you plants get older it needs more nutes (your leaves yellowing inicate time to feed) now when you feed people say start 1/4 strenght i always have and it works for me and then you start on the next watering 1/2 strenght and so on every other watering until you reach full strenght which is usaly no more then 1tsb per gallon of water soo with that said and the more you nute the faster you plant wil grow now it important to follow the above guidelines not to a T but above or below becasue all plants vary in what they maybe thall help let me knwow hat else you need to know
