My Plants Are Only Growing Out not Up, help?

I'm growing in a homemade pc grow box. There's one fan and 2 23watt (100 conversion) daylight bulbs on 20/4. It's the second week, first week the lights were on 24/0. I'm using fox farm ocean forest and growing two plants in two party cups. The plants are 2-3 inches from the bulbs.

after a couple days after planting (I germinated for 2 days) they sprouted up, but since then they really haven't grown taller. Their leaves, on the other hand, have been growing more and more every day. Why arent they growing up? Im not necessarily worried, just more interested and trying to learn.

It's the strain. Indica plants are short and bushy. Sativas are tall and have skinny finger like leaves.

loke I said, it's not about me being impatient, im just curious and want to learn about why they want to develop their leaves before growing taller. always good to learn more about and understand what's going on with your green friends
