My recommendation says I can grow 99 plants, but the city says 24 plants or 5x5 per person.

I don't know about your area, but around here if the rule is 24 plants and no more than 5'x5' area, that's all you get, even of your Dr. says 1,000 and a wearhouse is okay.
I always thought they should go by weight, not number of plants.

On another forum I read that you can legally grow the maximum your doctor gives you, but I wondered if that also increase the square footage, btw the maximum is never over 99, and in the California medical marijuana laws, if you have a condition your doctor can recommend more and whatever that number is you can legally grow.

If you have more than the statutory limit OR you don't have a MMP ID card from the local authorities (not a doctors card/note or a club card) then you can be arrested and prosecuted. Then you would have to go to court and prove that the quantity you had is reasonably necessary for your medical needs. The prosecutor wont be able to argue to the jury that you were over any limits, however. See People v. Kelly.
I have no idea how lenient the cops are if you're under the limit but have just a doctors note and no MMP ID card, it probably varies quite a bit. I doubt they'll let you slide if you're over the limit though, no matter what your doctor says. Just guessing though.
