need help one of my seeds that sprouted stopped growing\leafs curling down

hey on may 10th planted my germinated seeds they both sprouted good the one seed is doing awesome but the other one was doing great but last few days its kinda stopped growing and the leafs are curling down and look a yellowish lime green have them in a window with a cfl bulb\lamp on the 24hrs a day, today i put them outside its a partly cloudy day sun comes and goes, is there anything i can do to help get it growing better? heres pics of both seeds that sprouted

Heavy soil. Let them dry out properly. If you don’t have holes on those pots get new pots. And definitely get lighter soil with more aeration.

i just watered them when took those pics i let them dry out the other one is doing good but this one isnt there in some potting soil that was in a pot at my parents i bought sunshine #4 for my seedlings there doing great with flora series grow\micro\bloom nutrients can i switch soils or they to small ?and the pots there in have a drain hole

Are you feeding them? Don’t. If you are sure you can transplant without disturbing the roots do it. Get rid of that heavy soil. I don’t know what sunshine mix contains but your soil needs to be airy and light in texture and weight. Add perlite if needed. be very gentle with the roots.

no im not feeding them and sunshine #4 has 65-75% canadian sphagnum peat moss, perlite, dolomite lime and wetting agent
