need help with my nextgen 400w/600w ballast

the red light on my ballast is blinking.
according to box
this means that my voltage into my box is not within 90v-260v.
what do i need to do.
i dont know anything about electric stuff
please let me know

and if this is a dumb question

I am a total rookie. (just look at my name)
so bear with me

i got a
Nextgen 400w/600w 90v-260v ballast.
just pluged it in to see if it works.
sounds like its running but....
the green light came on and the red light was flashing at the same time
it did this for a few minutes
i left the room and cam back and just the red light was on.
its brand new.
i didnt plug the light in at all
may be nothing but i dont want to break anything. The box dosent say anything about the lights
does anyone know what this means?

plug in the light and it will work... Make sure your switch on the ballast is switched to 600 or 400 depending on what buld you have in.

what are you plugging the ballast into??? how hot does it feel..on my nextgen 1000 w model it says the red lights are indicators of a voltage problem or high temps....i never have just plugged mine in without the light to it...i would give it a shot and watch it for like 20 minutes see what the ballast does as far as heat goes....other than that contact CAPS or your retailer man...
