Need to run 220 Volt in new apartment

So I ideally will be running 3-1000's (room already wired for 120v) plus fans and such. oh and a 3300 watt tanning bed (220v). Ideas: Run a sub breaker and make it 220 and run all such ballasts and tanning bed on it. Or i could just run a 60 amp breaker off of the main breaker box. any ideas on whats best? Wanna run 220 cause its more efficient for ballasts and also needs lower wire gauges. also i live alone so no worries about how it looks or power usage cause I'm legal.
Just want some thoughts.

Is there any particular reason to run a sub? Because it seems like if you don't need any 120 you could just get away with a direct line from the breaker.

You must really love tanning to have your own tanning bed. I'll confess it would be extremely hard for me to plug in a tanning bed when I could be firing up another three lights.

Lol I was thinking the same thing haha why run 3000 when you can pull 6k

Haha well I cant afford ballasts and lights for 6k yet. Maybe someday. Upgrading from running a 400 and a 1000 at the moment. Tanning bed was free :) crazy life we live.

oh and tanning sessions dont last over 15 mins not trying to have my bill go through the roof in an apt by myself even though i am legal.

You are obviously on a budget, but seem to have a clue so i will give my opinions; a. If money was no option i would put in a dedicated sub panel with breakers for everything so you can wire as you want/need. If you can find a used one somewhere, that would be the way to go.
b. If money was a concern i would run off of existing breakers, the stove, the dryer and remember no dryer between 8 and 8 or whatever. Then upgrade when you can afford.
Good luck, and be careful, 120 can kill, 240 will!

it has an open slot i might just throw in another 240 breaker cause i know i can do that easily. I have before. I will also check around for a sub panel but I would have to consult someone one the wiring of such.
