Why do they need lights out?

Every time I use neem I apply it to the plants under HPS, I really don't think there's any issues... well, as long as the bulb doesn't get sprayed.

^Exactly, except in rare circumstances. There's no risk of plants burning due to the 'magnifying effect' of water droplets, unless the droplets are actually raised above the leaves surface. I read a study once, where this was tested among a few plants, and it was found that the only plants at risk, were plants with 'hairs'(I can't remember the actual name) growing from their leaves, that were capable of keeping the water droplets elevated. Cannabis was also tested, and listed as a non-risk.

Now, I s'pose there are special circumstances which could create conditions that could burn your plant, but I wouldn't worry about it too much. Where I would hesitate, is if your plants are still in seedling stage, under really intense light, if your spraying them with some kind of chemical, like a pesticide, etc..... Anyway, add a drop of dishsoap to your mix, which'll break the surface tension of the water, making droplets, and risk of burn, a non-issue.

In saying that, I should add that I still back off my lights a couple inches, for 1/2 hour or so, after a good soaking. Even though I don't believe there's much risk, I've read so many damn times "don't do that",lol that I back them off, just to be safe. Bastards got me paranoid, even though I've read proof!!!

I too spray during lights on and put them right back under their light. I once thought that it would hurt the plant, but after further research and testing it didn't. :) That first time you do it though, man it was nerver racking, lol.

i too have read all the hype aout not spraying in the light so i always spray anything at lights out, when i applied neem oil it did fuck up the plants once, but that was my own fault as i used too strong a dose on plants too young. theres no reason i would ever change how i do it now because it works for me but its good to know it wouldn't do harm anyways.

depending on strength of spray to much light/ heat could cause the shrinking oil to suffocate your leaves, it makes them wither....plus your mixture is better wetter longer so it works better at lights out...........but thats just my opinion.
