Sog or scrog?
If you're saying net/screen I've done both ways. I've let the plant grow into screen and I've put net over a plant in the beginning of stretch. It really depends on the plant/strain, what you want to accomplish and what you've done to it before hand, topping, fun, ECT. Personally I like putting the screen on in veg.
Obviously you can't do it to a plant already in full blown flower because it won't grow into the scrog.
Sog is something different all together.

For SCROG you use the first layer to help train the plant for an even canopy. So put the first layer on in veg and keep pulling the branches under until you fill the screen and then you can flip to 12/12. I like putting a second layer 12-18” above the first and a third layer 24-30” above. The top two layers will work to support the buds.

For SOG you don’t need a screen to train. You can however use 2-3 layers for supporting buds.

Either works, depends on what youre using it for. If only to hold up flowers then week 3-4 in flower; if to spread out growth then earlier. I dont scrog in veg because I have different veg and flower rooms so moving a bush in a 10 gal pot with sceen is not feasible. Also my plants only fill about 1/2-2/3 if the space when put into flower; after they stretch the fill it in completely; I add scrog at week 2 and 4 or sometimes 2, 3, and 4.5 if adding 3rd level
