Newbie ghetto CFL hempy grow.

Ok well this is my first grow. I found pretty much everything for my setup around the house and tried to spend the least amount of money possible. I have a 36"x24"x10" enclosure with a 12" house fan cut into the back of the cabinet. I drilled about 30, 1/8" holes in the bottom for ventilation. I got a work lamp with reflector from home depot and a y adapter for 2 27W 6400k CFLs. The cabinet is lined with some emergency fire blankets i had laying around, i think i got em at wal mart? cheap for sure. They sprouted about a week or so ago... I think. I have them in some 32oz styrofoam soup cups i got a smart n final. got a thermometer from the 99 cent store. I have general hydroponics flora series for my nutrients. and a normal ph shaker kit. i need to go get a ph up, down kit tomorrow. oh yeah they started in jiffy pellets and i just put them in all perlite in the 32oz cups yesterday. is it to early to give them nutes?

P.S.- I dont know what they are, just some straggling seeds i found.
