Not sure if I should transplant...

I have recently started some big bud clones under some 25w CFL and cool white 18w fluros. I only have 2 atm with some more inbound in the next few weeks, so these are my test babies. Im just not sure when to transplant (in the case of the taller one) and whether I should just leave my other clone in the big tub it is in now... please see pics and advise if they look OK would be nice

one gallon pots will work for quite some time if u do it right u can flower them soon in 1 gallon pots

Cheers. I think (read hope) the root system has developed well enough to transplant to some larger pots.

BTW I have a 600W HPS which is not in use atm in my DIY closet, but I am only using 2 x 25w CFL (one one clone) and a double fluro I think only 18w each on the other clone (there were others but they were culled as they looked pathetic).

My next question is this: is this enough light to veg plants in? Or is this not enough and I should just veg them under the 600w 18/6 for a month or so before taking clones and flowering? Im going to add 2 x 30w "Biolux" fluros in as well to boost light in veg cabinet, but that might not be for another month.
