obama says no more pet projects. well wtf is this crap? is the military in a contest with nasa to spend more money then the other? $9.5 million dollars to research and develop a heat sink! are they reinventing the wheel or is it nuclear powered?

In the grand scheme of things, 9.5 million dollars is not that much money to be spent on R&D. Look at what car manufacturers spend on R&D, NASCAR(specifically the new car), the company that made that big fancy printer, lcd screens, etc etc etc. I am not worried about them spending 9.5 on a heat sink. Heat sinks are a useful item, this one could be used to help cool a nuclear reactor on our military carriers and subs, or to cool things in space. 9.5 million dollars at this level is just the cost of doing business.
