To me it's a brave man that leaves his lights on 24h it would worry me more than anything?

Yes, they count. But some people have good cooling and prefer a faster more expensive veg than a slower less expensive veg. Some people veg them on 12 hours with an interrupt light to go really cheap.

Is that a question or a statement? Not sure what your point is either way, different people have different risk tolerances. Whatever floats your boat.
