Ocean forest potting soil?

I'm thinking about using this for my outdoor summer grow. Is it any good? I'd like some info on it from a weed growing perspective if that makes sense.
Also how pricey Is this in hydro stores? On the web I'm seeing between 10 and 20 for 12 quarts but things are always cheaper online.

Last question, it seems like this soil has a lot of nutrients already in it. If I used this would it be necessary or worth using nutes all the way through the growing process? (I'm not really trying to go all out for this grow, just keeping it simple for the most part). If so an recommendations would be appreciated.

ifu mix it w perlite and peat moss you should b fine hold the ferts for 3 weeks at least cause FFOF is quite rich

So it'd be straight to just plant the germinated seeds in cups with this soil, and then transfer them into 3 gal. Pots with the same soil? Without adding anything to the soil by the way other than nutrients later on.
