One is flowering, the other is not

I have two plants growing hydroponically right now. They were both planted from the same batch of seeds at the same time. I put them into flower about a week and a half ago. As you can see from the pictures (sorry the quality isn't better), one plant is covered with flowers. But the other doesn't have a single flower on it or any sign of preflowering. I check it carefully every day. There's no sign that it's a male. I did have a hermaphrodite in this grow and pulled it immediately. But this plant is nothing like the hermie. Should I keep waiting for flowers to appear? Has anyone ever had a plant that never expressed its sex? Can two plants from the same seeds planted at identical times flower on such different schedules? Both plants are healthy with lots of lush growth.

Thanks so much for your advice.

I would still give it another week. It may be having a hard time because it wasnt really ready to go in? how long did you veg for? Also if you had herms from the same batch and strain it could end up being defined as a sick plant the seeds came from or bad breeding technique as to why it wont flower (thats of course if it doesnt) I have used strains in the past known to produce herm tendencies and in the f1 sometimes f2 you would have to select the proper plants and do test crosses to keep those traits from appearing, and I know from personal experience when herm traits have appeared in my lineage, I have also gotten a very few plants that just would never flower, never grow really when in flower just sit there for weeks and those were heavy heavy indica dominant strains so it was not a pure sativa thats just gonna take 21 weeks and slow to get going...with that said, I also know Hydro you it is possible to push to much of a specific nutrient (I wanna say nitrogen) that will halt your flowering BUT I am not a hydro guy so take that last bit with a grain of salt..memory does fade me occasionally...all in all I would give it a little bit more time before making any decisions.

Had to make an edit (sorry didnt look at the pics just read through at first) but you def got a nitrogen claw (toxicity) The leaves clawing down is showing too much nitrogen, and if what I said b4 is correct and im pretty sure it is (In soil it def slows down my flowering and makes it take much longer) then that may be the culprit..

Thanks so much. I'll check my nutes again, but I've kept them on the light side. I'm always afraid to give too much so I tend to err on the side of caution. This is my first hydro grow, so I'm kind of feeling my way. I veged for about six weeks (not quite sure of the time; I went by plant height because I'm using a tent). At least one plant is flowering like mad, so I'll end up with some sort of harvest. Thanks again for your help.
