where I live there is no summer or winter, instead we've got rainy season and dry season, the longest day light time is 13 hours 45 mins, the shortest is 12 hours 30 mins.

Rainy season
Early-Mid June to late December
Humidity 80+
Temperature 75-85 during daytime and 72-80 during nighttime

Dry season
January-June
Humidity 40-60
Temperature 77- 87 daytime and 75-82 nighttime

Question is when will be the best time to grow outdoors, and what will determine the veg period and flowering period since daylight periods almost never change through out the year.

Anything you put out in that climate will act as an auto flower because of the natural light schedule I'm on would use a mother kept under a light and put out clones from that to "auto flower" in your near 12/12 light. Hope this helps.
