here's is how i see it, my neighbors across the street has a weilding shop, next door to him they have a swimming pool and hot tub. next door to me on 1 side i have a college couple that are never home and on the other side my neighbor is a retired couple that are home all day with lights and t.v.'s going nonstop. can't possibly have an average bill in the neighborhood. so i think if the cops are checking your light bill over a 1000 watt bulb you are already busted and they're just piling more evidence on you to get a warrant to kick your door down.
