my clones are a week or 2 old I have watered with 400 ppm and now 250 ppm veg nutes and all the ph runoff is 6.5 the ppm are right but the ph is too high will I be able to salvage these are should I start over cause some of them are getting pretty fucked up ive never had this problem with coco before I tried to flush to lower ph and it won't go down what should I do if there is anything I am using ph perfect nutes and there suppose to be chelated so should they be able to uptake them?

Coco notoriously has a squiffy pH value in the runoff.

Runoff pH should never be bothered with in coco.

The only true way of knowing coco pH is using the 1:1.5 extraction method.

Runoff ppm or EC can be checked.

As long as you're seeing a slight decrease in the ppm then you should be fine.

To me it looks like your plants are suffering with a low nutrient strength.

What are the Ca and Mg levels in the pH perfect nutes you're using?

I find a high Ca % of around 5 and Mg % around 2 works but eventually during flower needs to be supplemented additionally to what's contained in the nutes.

My experience with the ph perfect is 250-400 ppm will give you problems, I ramp it up to 650-700 pretty quickly and stay around 800 throughout most of veg. If your ph is 5.8 at 250-400 ppm im impressed. Get some calcium nitrate and epsom, I found 800 ppm of php with 1 gram of calnit+1/2 gram epsom per gallon to work great for veg, nothing else needed, but I add silica, silica is great.

Is Coco coir the only thing available to you? IF not, get rid of it. That's the only advice I'm gonna give.
